There is a common misunderstanding that the "Bilbao effect" is the Gehry's museum itself. It is only a clever marketing strategy or the top of pyramid, which is a sum of political and social concepts (more autonomous decisions making, new tax system, community involvement, e.g.), infrastructure investments (subway system and new port) and environmental undertaken (river cleaning and garbage management).

The interventions of the young offices described as an example in this article are interesting in terms of defining the very specific problem areas in some urban environments, but they very rarely introduce concepts for the future developments on the bigger scale. Very good example for this thesis is the city of Berlin, where the young generation of architects fails to find the right instruments to actively interact with the development of the city.
